ADC5 does not appoint contractors and does not conduct procurement processes.

Engagement occurs before formal tendering or capital deployment.

Collaboration at the structuring stage does not imply:

• exclusive appointment

Formal selection of contractors or operators occurs only after governance and financing structures are defined.

Once implementation entities are established:

• procurement processes proceed independently
• technical partners engage through formal channels
• ADC5’s coordination role narrows or concludes
