This Confidentiality Policy applies to all exploratory dialogues, structuring activities, and institutional engagements conducted by ADC⁵ INGO during the pre-implementation phase of development initiatives.

The policy governs internal handling, external communication, and partner protection standards.

2. Principle of Controlled Disclosure

ADC5 does not publicly disclose project-specific information without prior authorization from the relevant sovereign authority or institutional partner.

Exploratory discussions remain confidential unless:

formal authorization is granted
governance structures are established
public communication is jointly defined

3. Information Classification

Information handled during structuring processes may include:

sovereign development strategies
financing architecture concepts
institutional coordination frameworks
regulatory positioning
preliminary asset structures

Such information is classified as non-public unless explicitly designated otherwise.

4. Internal Access Discipline

Access to sensitive information is restricted to authorized leadership and designated coordination personnel within ADC5.

Internal documentation follows structured storage and handling procedures aligned with compliance standards.

5. Partner Protection

ADC5 protects:

sovereign positioning
capital provider confidentiality
technical partner discretion
reputational integrity of all participants

No entity is publicly associated with an initiative without prior agreement.

6. Use of Non-Disclosure Agreements

Where appropriate, engagement may be formalized through:

Non-Disclosure Agreements (NDAs)
Structured cooperation memoranda
Confidential information exchange protocols

Such instruments define communication boundaries and responsibilities.

7. Public Communication Timing

Public announcements or external references to initiatives occur only after:

governance pathways are defined
financing engagement is formalized
implementation entities are established

Until such conditions are met, initiatives remain within structured confidential coordination.

8. Mandate Limitation

ADC5’s confidentiality obligations are limited to its role in early-stage structuring and coordination.

Upon transition to implementation entities, confidentiality responsibilities are governed by the respective project-specific structures.
